President -
Born in
President-Elect - Tim began his career serving the public safety communications mission in 1985 as an Apprentice Communications Technician with the City of Ontario while enrolled in college. Upon graduation from the University of La Verne with a Bachelors of Science degree in Public Administration, Tim joined the City of La Verne as a Fire Prevention Officer in 1989. Besides duties in the fire prevention bureau, Tim’s duties included upgrading the city’s fire dispatch and EOC radio systems. Tim also trained as a firefighter and EMT while in La Verne. In 1992, Tim joined the County of San Bernardino in a senior technical position as an 800 MHz Analyst. Tim was responsible for radio system fixed infrastructure, subscriber, and dispatch equipment configuration, operation and maintenance. In 2002 after attending the county’s leadership development program, Tim was promoted to Network Services Supervisor. In 2006, Tim was promoted to Deputy Division Chief and carries oversight responsibility for the county’s public safety communications system. Tim remained an active reserve firefighter for nearly 20 years, and in his free time enjoys mountain bike riding, electronic circuit and microprocessor development, as well as spending as much time as possible together with his wife and young son.
Treasurer - John Wright is a native Californian who is originally from California's Central Valley town of Exeter (located in the Sierra foothills). John graduated from Ramona High School in Riverside, taking electronics courses for 3 years and was an active member of the school's Communications Club. After graduation, he joined the U.S. Navy and was trained as a Radioman, serving during the Vietnam War. John completed his military tour as a Radioman 2nd Class (E5) and returned to Riverside where he was hired by the City of Riverside Fire Department as a Fire Dispatcher in 1972. He was hired as a Firefighter with the City of Riverside in 1982 and is a graduate from the Crafton Hills Fire Academy. While working for the Fire Department, John continued his education, taking classes in electronics and business and received a degree in Accounting/ Business Administration in 1984. In 1984, with the consolidation of Police & Fire Dispatch centers into one 911 Communications Center, John was hired as a Communications Supervisor. Due to his knowledge of electronics, he is assigned duties that include the maintaining and coordination of the City's FCC radio licenses, acquisition and specification of all Communications Equipment, and overseeing the maintenance and repair of radio systems and associated equipment. John is a Senior Member of APCO and served as President of CPRA in 1995 & 1996. He serves on several APCO committees and was Committee Chair of the APCO Telecommunications Management Committee in 1999-2000. He is currently the Treasurer of CPRA. John is active in the Boys Scouts as an adult leader in his off-duty time and holds a Technician + Amateur Radio License (N6ZGQ).
Sergeant-At-Arms - Don began his electronics in the engineering lab at Electronic Memories, Hawthorn California until drafted in the Army. While serving in the Army, Don maintained Avionics and Radio Communications equipment for the 812th Signal Detachment in Viet Nam. After leaving the Army, Don worked for Sharp Electronics at the West Coast factory service center, repairing electronic calculators and training technicians for other dealers. During this time Don became a Ham radio operator and continued to develop his interest in communications. In 1974, he noticed an opening at the City of Long Beach for a “Fire Alarm Communications Technician”, he applied and was hired. During the next 36 years, Don was involved in every aspect of the Public Safety Communications systems in the City, and became a CPRA member. He also acquired his California State teaching Credential and taught evening courses in electronics at Los Angeles Harbor College. Don retired from the City of Long Beach in 2010 and continues to enjoy his long time interest in ballroom dancing, and the production of commercial fireworks shows on the 4th of July.
Executive Council Delegate - Jim Acosta
Commercial Advisory Member - Jack Daniel is the owner of The Jack Daniel Company which provides design, sales and training support for public safety radio communications systems. The company specialty is in-building communications systems and antenna site optimization. His wife, Pat, is a well know participant in APCO events. Jack has over 50 years experience in land mobile wireless communications and is an advocate for public safety. He has worked for Communications Engineering (TX), Harris – RF Communications (CA, TX, MI, NY), DB products (TX), SEA (WA), CETEC Vega (CA) and has owned two other companies. He has been published in trade publications and a frequent presenter at public safety conferences. He is very active in developing national codes that mandate in-building communication for first responders. He has been a member of several APCO chapters including CPRA since 1985. He is a Life and Senior member of APCO and serves on the Commercial Advisory Council (CAC) and APCO editorial committee. He is the Chapter Commercial Advisory member (CCAM) for CPRA and NVAPCO chapters. He has served as the Exhibits chair in Western Regional Conference in CA and NV. He founded the APCO CAC Scholarship program. He is a Fellow in the Radio Club of America.
Duties (brief summary)
President - The President shall preside at all meetings and appoint members to Standing and Special Committees. The President shall ensure that the activities of the Chapter are in accordance with the CPRA by-laws and further the Chapter's purpose.
President-Elect - The President-Elect shall serve as President in the President's absence. The President-Elect shall chair the Program Committee, which is responsible for coordinating the monthly General Membership Meeting. The President-Elect shall screen Chapter memberships and assist in the selection/pre-selection of committee chairs.
Vice-President - The Vice-President shall serve as President-Elect in the President-Elect's absence. The Vice-President shall work with the Secretary to maintain the membership roster and assist the President in membership related matters.
Secretary - The Secretary shall maintain meeting records, facilitate official correspondence, submit an annual report of activities, and publish the CommLink.
Treasurer - The Treasurer shall manage chapter funds and accounts, submit regular financial reports, and participate in processing membership applications.
Sergeant-At-Arms - The Sergeant-At-Arms shall assist in maintaining order at meetings, and collecting fees and meal tickets.
Executive Council Delegate - The Executive Council Delegate shall serve as the chapter's delegate to the APCO Executive Council in order to maintain an effective relationship between the Chapter and APCO.
Commercial Advisory Member - The Commercial Advisory Member shall assist all other Executive Committee members in promoting commercial member involvement and sponsorship solicitation activities.
Director(s) - The three Directors shall be comprised of the last three elected and eligible Presidents. The Directors provide continuity for the incoming President and oversee any chapter elections.
Standing Committees (brief description)
EXECUTIVE COMMITTEE
The Chapter President shall be the Chair of this Committee, and the membership shall consist of all elected officers
and the Chair of the Commercial Committee, plus the three most recent Past Presidents (Directors) who are willing and
able to serve.
FREQUENCY ADVISORY COMMITTEE
This Committee shall have as its Chair and Co-Chair the Chapter Local Frequency Advisors. The Chair and Co-Chair shall
have powers broad enough to make decisions independently on Frequency Coordination matters that are too urgent to wait
for the next regular Chapter meeting. All non-COMMERCIAL members of this Chapter are automatically members of the
Frequency Advisory Committee.
MEMBERSHIP COMMITTEE
The Vice-President shall serve as Chair of this Committee. This Committee shall explore the field for new APCO memberships
by devising methods, plans, projects, and items of interest.
AUDIT COMMITTEE
The President shall appoint an ACTIVE member of this Chapter, other than the Treasurer, as Chair of this Committee. The Audit
Committee shall audit the financial records of the Treasurer, and send a report to the Executive Committee summarizing its findings.
REGULATORY REVIEW COMMITTEE
The President shall appoint an ACTIVE member of this Chapter as Chair of this Committee. It shall be the duty of this Committee
to monitor FCC Docket items and other Federal and State Legislative and regulatory items that have an impact on this Chapter and
on Public Safety communications in general, and report such items to the members at regular Chapter meetings.
RESOLUTIONS AND BY-LAWS COMMITTEE
The President shall appoint an ACTIVE member of this Chapter as Chair of this Committee. This Committee shall, in accordance
with the requirements of Constitution Article V and By-Laws Article VI, assist in matters concerned with amending the Constitution
and/or By-Laws when such amendments are necessary.
EMERGENCY MEDICAL SERVICES COMMITTEE
The President shall appoint an ACTIVE member of this Chapter as Chair of this Committee. This Committee shall institute and
maintain research and study and make recommendations in areas concerned with emergency medical communications services, with
particular emphasis being placed on the relationship of total Public Safety communications needs with those of emergency
medical communications needs.
ENGINEERING AND RESEARCH COMMITTEE
The President shall appoint an ACTIVE member of this Chapter as Chair of this Committee. This Committee shall function as
the technical operating standards steering group and maintain liaison with other Committees and with manufacturers for the
purpose of providing technical aid to improve the art in the fields of installation, maintenance, design, operating,
procurement, and allied matters.
NOMINATING COMMITTEE
This Committee shall have as its Chair the immediate Past President if available to serve, and, if possible, shall
include two additional Past Presidents as members. The total number of members shall be at the discretion of the President.
COMMERCIAL COMMITTEE
All COMMERCIAL members of this Chapter shall automatically be members of the Commercial Committee. The Chair of this
Committee shall be elected by the Committee and shall be a COMMERCIAL member of this Chapter. The Chair shall schedule
Committee meetings as often as the Committee deems necessary, and at times and places convenient to the members.
OPERATIONS COMMITTEE
The President shall appoint an ACTIVE member of this Chapter as Chair of this Committee. This Committee shall propose
ways of increasing the professional image of Public Safety operations, and of stimulating the professional growth of
operational personnel. It shall encourage operational representatives to attend CPRA meetings and to get involved with
CPRA and its activities and issues.
PROGRAM COMMITTEE
The President-Elect shall serve as Chair of this Committee. This Committee shall have the authority and responsibility
to arrange Chapter meetings and meeting presentations in accordance with the Chapter Policy and Procedure Manual. This
shall include, with the assistance of others, obtaining hosts, sponsors, and presenters.
PROFESSIONAL LIAISON AND MEMBER SERVICES COMMITTEE
This Committee shall have as its Chair the immediate Past President if available to serve, or a non-commercial member
in good standing appointed by the President. This Committee's functions are those activities required outside of the normal
tasks of other Standing Committees of the Chapter.
HISTORICAL COMMITTEE
The President shall appoint an ACTIVE member of this Chapter as Chair of this Committee. This Committee shall seek out
and serve as a gathering point and clearing house for documents, photographs, equipment, memorabilia, and other items which
have a significant historical value to CPRA and its affiliation with APCO-International.
