Vice-President - In the past thirty-seven years Chris R. Hinshaw has worked in progressively responsible positions in Public Safety Governmental communications. Currently the Manager for the San Diego County Sheriff’s Department’s Wireless Services Unit, Mr. Hinshaw is responsible for the daily operations of the San Diego-Imperial County Regional Communications System and the County of San Diego’s various wireless systems. The Regional Communications System provides wireless voice and data communications for two hundred and seventeen agencies and over eighteen thousand users. Chris is a certified Communications Unit Leader, a POST certified Dispatcher, an appointee of Governor Schwarzenegger to the State of California 9-1-1 Advisory Board, an alternate member of the CALSIEC Executive Board, First Past President of CALNENA, Chairman of the FIRESCOPE Taskforce Communications Specialist Technical Assistance Group and Chairman of the Interoperable Communications Committee of San Diego. Mr. Hinshaw lives with his wife M’Liss, a retired Sheriff’s Sergeant, in Lakeside.
Secretary - Mike is employed by the County of San Bernardino. He is a Network Analyst assigned to the Network Services Branch within the Information Services Department (ISD). Upon graduation from the University of Idaho, Mike served as a communications-electronics officer in the Air Force for nearly 25 years. He is a Vietnam Veteran and completed tours in Japan, Thailand, Spain, plus several stateside locations. While assigned to HQ Air Force Communication Command, Mike served as the Air Force Director of the Military Affiliate Radio System (MARS). Mike concluded his service career at March AFB. After the Air Force, Mike owned and operated his own voice mail “homework hotline” business serving school districts in the Inland Empire. Following this adventure, he served as the Telecommunications Director for the California Baptist University and later the University of Redlands. In June 2002, Mike was selected for a position with the County of San Bernardino. His primary responsibilities include serving as the Frequency Coordinator for the County and managing all its RF and microwave FCC licensing activities. Additionally, Mike provides CCTV design and cost proposals for County facilities. Mike is a Christian and he devotes time to Bible study and the Water of Life Community Church. He has an extensive background in scouting. His personal interests include flying, skiing, and serving as the bugler for American Legion Post 650 in Redlands. Additionally he is an educator for developing entrepreneurs. Married a second time, Mike and his wife Sandy have five children and five grandchildren. The two of them have their home in Fontana.
Treasurer - John Wright is a native Californian who is originally from California's Central Valley town of Exeter (located in the Sierra foothills). John graduated from Ramona High School in Riverside, taking electronics courses for 3 years and was an active member of the school's Communications Club. After graduation, he joined the U.S. Navy and was trained as a Radioman, serving during the Vietnam War. John completed his military tour as a Radioman 2nd Class (E5) and returned to Riverside where he was hired by the City of Riverside Fire Department as a Fire Dispatcher in 1972. He was hired as a Firefighter with the City of Riverside in 1982 and is a graduate from the Crafton Hills Fire Academy. While working for the Fire Department, John continued his education, taking classes in electronics and business and received a degree in Accounting/ Business Administration in 1984. In 1984, with the consolidation of Police & Fire Dispatch centers into one 911 Communications Center, John was hired as a Communications Supervisor. Due to his knowledge of electronics, he is assigned duties that include the maintaining and coordination of the City's FCC radio licenses, acquisition and specification of all Communications Equipment, and overseeing the maintenance and repair of radio systems and associated equipment. John is a Senior Member of APCO and served as President of CPRA in 1995 & 1996. He serves on several APCO committees and was Committee Chair of the APCO Telecommunications Management Committee in 1999-2000. He is currently the Treasurer of CPRA. John is active in the Boys Scouts as an adult leader in his off-duty time and holds a Technician + Amateur Radio License (N6ZGQ).
Sergeant-At-Arms - Gary Poon is a telecommunications systems engineer working for the County of Los Angeles. He is a California State Board Registered Professional Engineer. He began his County career as a student work while studying in California Sate University, Los Angeles. Upon graduation in 1986, he was promoted to an assistant engineer. In the years he worked for the County, he participated in the implementations of various voice, data systems, and E911 dispatch centers for Los Angeles County’s Health Services, Sheriff’s, and Fire Departments. His current assignment included managing and maintaining all RF spectrum resources, and participating special pilot projects for the County. In his spare time, he enjoys sports and family life. If still time left, he volunteered for community and professional organization services.
Executive Council Delegate - Richard Granado is the Division Manager of Internal Services Departments Radio Systems Division. He started his Los Angeles County career in 1969 with the Department of Communications. He currently manages a staff of 80, which includes engineers, technicians, and clerical personnel. His staff maintains and supports the Sheriff, Fire, Health Services Paramedic and Internal Services Departments 800 MHz Radio Systems. His Division also provides paging services to all County Departments with a subscriber base of over 24,000 pager units. Mr. Granado also worked as a Manager for Facility Operation Service, A&I Support Craft Section, and the Vehicle and Parking Services Division. He served in the United States Navy on the aircraft carrier USS Ticonderoga CVS-14 in Vietnam and was on the recovery team for the Apollo 16 Space Mission. He is married and has three boys. He enjoys camping, fishing, hunting, biking and boating.
Duties (brief summary)
President - The President shall preside at all meetings and appoint members to Standing and Special Committees. The President shall ensure that the activities of the Chapter are in accordance with the CPRA by-laws and further the Chapter's purpose.
President-Elect - The President-Elect shall serve as President in the President's absence. The President-Elect shall chair the Program Committee, which is responsible for coordinating the monthly General Membership Meeting. The President-Elect shall screen Chapter memberships and assist in the selection/pre-selection of committee chairs.
Vice-President - The Vice-President shall serve as President-Elect in the President-Elect's absence. The Vice-President shall work with the Secretary to maintain the membership roster and assist the President in membership related matters.
Secretary - The Secretary shall maintain meeting records, facilitate official correspondence, submit an annual report of activities, and publish the CommLink.
Treasurer - The Treasurer shall manage chapter funds and accounts, submit regular financial reports, and participate in processing membership applications.
Sergeant-At-Arms - The Sergeant-At-Arms shall assist in maintaining order at meetings, and collecting fees and meal tickets.
Executive Council Delegate - The Executive Council Delegate shall serve as the chapter's delegate to the APCO Executive Council in order to maintain an effective relationship between the Chapter and APCO.
Director(s) - The three Directors shall be comprised of the last three elected and eligible Presidents. The Directors provide continuity for the incoming President and oversee any chapter elections.
